Tuy nhiên, hiến pháp chỉ hàm chứa những quy phạm mang tính nguyên tắc chung, không thể dự liệu được tất cả vấn đề sẽ phát sinh trong đời sống nên cần phải giải thích hiến pháp. Ở Việt Nam, giải thích hiến pháp được gắn liền với giải thích luật và pháp lệnh – thuộc thẩm quyền của Ủy ban Thường vụ Quốc hội.
