Theo số liệu cơ quan thuế quản lý, cả nước có hơn 1,7 triệu lượt hộ nộp thuế, cũng gấp 3 lần số lượng doanh nghiệp. Thế nhưng, số thuế hàng năm mà hộ kinh doanh đóng góp cho ngân sách chiếm chưa đầy 2% tổng số thu thuế.
